Michigan a step closer to Detroit takeover

Heading down a path that could lead to the state of Michigan taking over the running of Detroit, Gov. Rick Snyder on Tuesday appointed a team to review the city's finances.

The team was named after a preliminary review of city finances showed "probable financial stress" after Detroit was unable to tackle its mounting deficits.

The team, which includes State Treasurer Andy Dillon and other local officials, has 60 days to complete its work. The formal review was announced last week.

The appointments are the next step in the review process, which is driven by expectations that Detroit will run out of cash by April.

"Given urgent and time-sensitive financial issues facing Detroit and the need to ensure critical services continue to be provided to city residents, the next step simply necessitates the appointment of a financial review team," Snyder said in a statement.

The formal review could have various results. If a financial emergency is declared to exist, the governor would have to decide on an emergency manager. But if the stress levels are considered mild, the current city management could carry on.

Detroit Mayor Dave Bing has said he will cooperate with the review process but says his budgets are the remedy to the city's financial crisis.

Last Thursday, the Rev. Jesse Jackson and U.S. Rep. John Conyers, D-Mich., joined religious and civil rights leaders to promise protests and possible civil disobedience against Michigan's new emergency manager law that could lead to a takeover of Detroit government.

"We are prepared to go from education, mobilization, litigation, legislation, demonstration and civil disobedience," Jackson said as he and others held a news conference at Detroit's Bethany Baptist Church.

"We want a positive commitment to restoring democracy and economic justice for all citizens." Jackson said.

Snyder has called for Bing and Detroit's City Council to come up with their own financial rescue plan so Michigan can stay out of the city's business.

But Snyder has also highlighted what he said was the seriousness of the city's money problems, citing Bing's statement that Detroit could run use up its available cash in April.

"We can't let the city run out of money," Snyder said. Besides Detroit's cash-flow problem is a long-term structural deficit that needs a fundamental solution, he said. "Detroit's been in a financial crisis of some kind for decades."

The Detroit Public Schools and the cities of Flint, Pontiac and Benton Harbor already have state-appointed emergency financial managers.

Michigan recently enacted a law expanding the state's power to push aside elected local government and school officials whose agencies get in financial trouble.

Conyers said the expanded law is "seriously flawed" and said it unfairly targets communities with large numbers of minority group members.

Jackson, a Chicago-based activist, said emergency managers are like dictators with the power to override local democracy, discard union contracts and cut vital public services. He said he is seeking U.S. Justice Department intervention.

Detroit, with a population of 714,000, has faced hard times with auto industry contraction and falling revenue. More than 36 percent of its residents are below the poverty line, according to the Census Bureau.

The city was once one of the most populated in the United States. But it lost 25 percent of its residents between 2000 and 2010, the fastest decline for any municipality with more than 100,000 residents besides New Orleans.

Women's lung cancer risk not tied to childbirths (Reuters)

NEW YORK (Reuters Health) ? A woman's lung cancer risk doesn't appear to be linked to the number of children she has, although some scientists had thought hormonal changes during pregnancy might protect against the disease.

That's according to a new report that sums up 16 previous studies on the topic, which researchers have explored to get a better understanding of lung cancer and possible treatments.

If lung cancer in women were tied to hormones the same way some breast cancers are, for instance, similar drugs might be effective against both diseases, said Jessica K. Paulus, who worked on the analysis.

So far, however, studies haven't agreed on whether or not pregnancies -- and by extension hormones -- play a role in lung cancer.

That was also clear from the new work, said Paulus, of Tufts University in Medford, Massachusetts.

"If you look at the component studies, they are all over the map," she told Reuters Health, adding that she and her colleagues had hoped to be able to explain that variation.

"We came up relatively empty-handed," Paulus said. "It makes it difficult to interpret our findings."

Lung cancer is the leading cause of cancer deaths in the U.S., according to the American Cancer Society.

The disease is rare in younger adults, but becomes more common as people grow old. Overall, the risk of getting lung cancer is about one in 13 for men and one in 16 for women. But these overall numbers include smokers, whose risk is many times higher than that of non-smokers.

"Both active smoking and exposure to second-hand smoking are some of the strongest risk factors for lung cancer," said Paulus. "Quitting smoking and quitting soon is associated with reducing your risk of lung cancer."

Despite the new findings, Paulus added that a link between childbirths and lung cancer still can't be ruled out. She said she hopes a more in-depth analysis of the existing evidence -- including detailed data on each woman -- might help close the issue.

Madonna Fan Arrested For 'Gimme All Your Luvin' Leak

Recordings of the new song, featuring Nicki Minaj and M.I.A., found in 31-year-old's belongings after leak was traced to Spain, police say.

Just over a month after a demo of Madonna's "Gimme All Your Luvin" was leaked online, police have arrested a 31-year-old fan. After the icon's lawyers traced the leak to Spain, the man, whose full name has not been released, was arrested in the northern city of Zaragoza. Police, who have only confirmed the suspect's initials as J.M.R., describe the man as "a big Madonna fan" and say they found recordings of the song in his belongings.

The track, which features Nicki Minaj and M.I.A., was leaked without M.I.A.'s vocals. When it surfaced in early November, Madonna's longtime manager Guy Oseary voiced his displeasure via Twitter, writing, "The plan was for new music to come out in the new year. I'm very happy with the positive reaction to the demo, but we are very upset with whoever leaked the song! We are asking that the fans please help us police any more leaks. We have a lot in store for you. But please respect the process." An unhappy Madge also weighed in, via Oseary, saying, "My true fans wouldn't do this. Whoever is responsible for this leak, we ask that you please stop!"

Earlier this month, both Nicki Minaj and M.I.A. tweeted saucy details from the set of the video shoot for the song. Minaj gushed about kissing Madonna, while M.I.A. teased that they had a "3sum."

No word on when the video will be released, but Madonna's upcoming as-yet-untitled new album is expected to drop in the spring of 2012. It will feature production from Ray of Light producer William Orbit. Madonna is also slated to perform at the Super Bowl in February, which coincides with the release of her film "W.E."

Man United hoping to turn up heat on City

LONDON (AP) -Almost halfway through the Premier League season and there is already seven points separating Manchester rivals City and United from the chasing pack.

"At this point in time everyone thinks it is going to be a one-two for the city (of Manchester)," United manager Alex Ferguson said Friday. "But things change. You only need to go back over the years to see how dramatic our league can be. Lose a game in this league and all the rest get a pickup and start chasing harder."

After a glut of goals in the opening four months of the season, it is Ferguson's rivals across Manchester entering the packed Christmas fixture program as the top team in England for the first time since 1929.

Back then, Manchester City failed to stay the course, taking until 1937 to win the title and 1968 to repeat the feat.

This time, another slip-up would be unacceptable for City's owners after an expensive overhaul of the squad over three years.

But City has displayed resilience since exiting the Champions League and losing for the first time this season at Chelsea, bouncing back with successive Premier League wins to establish a two-point lead over Manchester United.

Ahead of Monday's match at West Bromwich Albion, City has already scored 53 goals in 17 league matches - more than twice the haul at this stage a year earlier.

"Last season we got a lot of uncalled-for negative publicity because the goals weren't flowing freely," City defender Joleon Lescott said. "But this year we have the belief and the confidence to score more goals.

"We did need to change and there is an air of confidence about us now. But it is controlled, you don't want it to be too arrogant. The main thing is to keep progressing and keep our feet on the ground."

It is two years since Roberto Mancini replaced Mark Hughes as City manager. Having already ended the club's 35-year trophy drought by lifting the FA Cup in May, the focus is firmly on delivering the club's first league crown since 1968.

"We need to win away games," Mancini said. "We have only one point from our last two."

Stumbling at West Brom could allow United to go top with a win over Wigan on Monday. The champions are maintaining the pressure on City despite a series of setbacks this season - including Champions League elimination and a humiliating 6-1 loss against its neighbor.

"We have shown the resilience and determination to do something about it each time (a setback) has happened," Ferguson said. "That says a lot about the character of the team. We lose games in normal seasons.

"This season we have lost games that have been dramatic and a bit more emphatic in the sense of the impact it had on our chances of winning trophies. These were bad results for us but the character of the team has rescued us each time."

The Manchester teams have ended the week further ahead of their title rivals after Tottenham drew 1-1 with Chelsea in the clash of third and fourth.

Tottenham is seven points behind United and a further two adrift of City with a game in hand, while Chelsea is two points further back in fourth.

But Tottenham's injury crisis deepened in Thursday's draw with Chelsea as playmaker Rafael van der Vaart sustained a hamstring problem - like four teammates - that is likely to rule him out until January.

Winger Aaron Lennon was injured against Sunderland on Sunday and is likely to be out for the club's next three games, while defenders Ledley King and Younes Kaboul both hurt their hamstrings against Chelsea, the latter in the warmup.

While striker Jermain Defoe also missed the London derby, he could be fit for the trip to Norwich on Tuesday to help Tottenham close the gap on second-place United.

Arsenal is struggling to break into the top four and its defensive troubles have been compounded by Kieran Gibbs undergoing surgery on his left groin and being ruled out for another month, having already been sidelined since October.

Arsenal hosts Wolverhampton Wanderers on Tuesday in a match pushed back 24 hours due to a strike by public transport workers in London.

In fixtures still going ahead on Monday, Newcastle is at Bolton looking to end a run of six games without a win, Liverpool hosts bottom-place Blackburn still mired in controversy over Luis Suarez's ban for racially abusing an opponent, Everton goes to Sunderland and Stoke takes on Aston Villa.

Two of the promoted sides meet on Tuesday when Swansea hosts Queens Park Rangers.

UN extends force along Israeli-Syrian border (AP)

UNITED NATIONS ? The U.N. Security Council voted unanimously Wednesday to extend the U.N. peacekeeping force along the Israeli-Syrian border, warning that events in the region could impact its operations.

The 15-member council renewed the mandate of the more than 1,000-strong force for six months until June 30.

The U.N. Disengagement Observer Force, known as UNDOF, was established in 1974, following the 1973 Yom Kippur war, to monitor the disengagement of Israeli and Syrian forces in the Golan Heights. Israel captured the Golan Heights from Syria in 1967, and Syria wants the land returned in exchange for peace.

The council resolution, co-sponsored by the United States and Russia, doesn't directly mention Syria's ongoing crackdown on demonstrators demanding an end to President Bashar Assad's regime. But it notes that "evolving conditions in the region could have an impact on the functioning of the force."

The resolution also expresses "grave concern" at the serious events in UNDOF's area of operations on May 15 and June 5 when Syrian demonstrators crossed into Israel and "put the long-held ceasefire in jeopardy." The incidents marked the first serious border violations in decades.

On the May 15 anniversary of Israel's birth in 1948, hundreds of Palestinians and their supporters poured across the Syrian frontier and staged riots, drawing Israeli accusations that Damascus, and its ally Iran, orchestrated the unrest to shift attention from the uprising back home. The June 5 clashes, in which Israeli forces reportedly killed 20 people and wounded scores more, marked the anniversary of the Arab defeat in the 1967 Mideast war.

In a recent report to the Security Council, Secretary-General Ban Ki-moon said UNDOF fortified its positions after these events "to ensure that the force has the operational capability to mitigate risks in the future." He added without elaborating that UNDOF has also done contingency planning "for various scenarios relating to the operational environment."

The Security Council echoed the secretary-general in noting "with concern that the situation in the Middle East is tense and is likely to remain so, unless and until a comprehensive settlement covering all aspects of the Middle East problem can be reached."

Ban urged all parties to resume negotiations as soon as possible on a comprehensive Mideast peace agreement, which would involve Israel, the Palestinians, Syria, Lebanon and the broader Arab world.

SOPA hearing delayed until the new year as petition signatures top 25k

Hearings in the US House of Representatives to finish markup on the Stop Online Piracy Act (or SOPA) were slated to resume tomorrow, but it looks like things will remain at a standstill until next year. The holiday break has now pushed the committee hearing back to a yet-to-be-rescheduled date, with nothing more specific than "early next year" being promised at the moment. That news comes as a Whitehouse.gov petition asking President Obama to veto the bill and any future ones like it passed its goal of 25,000 signatures, well ahead of the January 17th deadline (as of this writing, the count stands around 29,000).

Portugal wavers on debt limit in Constitution (AP)

LISBON, Portugal ? Portugal's main opposition party held out Friday against the government's plan to include a budget deficit limit in the Constitution ? a step that is part of a broad European agreement to tackle the continent's debt crisis.

Portugal and most other European union countries agreed at a summit last week to amend their national constitutions, limiting deficits to 0.5 percent of economic output in regular economic times.

The measure, aimed at preventing government overspending, was part of a deal seen as vital to help end a financial crisis threatening European and global growth.

Portugal's center-right coalition government needs the support of the center-left Socialist Party to ensure the two-thirds parliamentary majority required for a constitutional amendment.

But Socialist leader Antonio Jose Seguro, whose party has endorsed austerity measures and reforms linked to a euro78-billion ($102-billion) international bailout earlier this year, refused to commit to constitutional changes.

He said during a parliamentary debate that Portugal should focus on "real solutions that address our problems." He did not elaborate though he has previously said a stricter budget law is enough to cap spending.

In an agitated parliamentary session, Prime Minister Pedro Passos Coelho said he had understood in private talks with the Socialists that they were open to negotiations on the proposal. Passos Coelho said if he had known the Socialists would dig their feet in, he would not have signed up to the EU agreement.

"Just as debts are meant to be paid, agreements are meant to be kept," Passos Coelho told lawmakers. "We can't keep going from summit to summit making promises that aren't kept," he said.

Manning trial: new whistleblower protection moves

The Whistleblower Protection Enhancement Act appeared to be headed for approval one year ago - until the release of hundreds of thousands of U.S. diplomatic cables to the WikiLeaks website, allegedly by Army Pvc. Bradley Manning, thrust it to the sidelines.

Opponents of the bill seized on the incident to strip an important provision from the legislation, which ultimately died when Congress closed for Christmas without taking it up, advocates say.


?There suddenly became a concern in the Congress that was ill-informed, that the legislation would protect leaks of classified information ? which wasn?t true,? said Danielle Brian, executive director of the Project on Government Oversight, a nonpartisan independent watchdog that seeks good government reforms. ?? It was in large part a reason why the legislation stalled and it also caused a real backlash of overreaction by agencies to start clamping down on employees? access to information.?

As Manning has his first court appearance on Friday ? a pretrial hearing ? proponents of the legislation to protect government workers who report illegal or unethical behavior by officials have regrouped.

They are pushing a measure -- the Whistleblower Protection Enhancement Act of 2011 -- winding its way through Congress, but they are encountering some familiar hold-ups. ?The Manning case is certainly feeding the resistance,? said Brian, noting it was not the only factor.

Manning, who turns 24 on Saturday, is accused of using unauthorized software on government computers to pull classified information, illegally download it and send the data for public release by what the Army called the "enemy." He has been held for 18 months in confinement and his pretrial hearing at Fort Meade, Md., on Friday will be his first public appearance. He is charged with 22 counts that could land him in prison for life.

The Bradley Manning Support Network argues that the soldier is not a traitor but fits the definition of a whistleblower, citing online discussions in which he allegedly said he hoped to generate ?worldwide discussion, debates, and reforms? and wanted ?people to see the truth? regardless of who they are? because without information, you cannot make informed decisions as a public.?

The law firm representing Manning did not respond to an email or phone call placed seeking comment on whether they would argue this he was a whistleblower as part of his defense.

Though the new legislation pending in Congress could make some "very modest improvements,? it is still only a Band-Aid, said Stephen Kohn, executive director and co-founder of the National Whistleblowers Center, a nonprofit, nonpartisan organization.

?I think that the underlying hostility to protecting national security whistleblowers pre-existed Manning ? and there?s no end in sight -- meaning Congress, which excluded national (security) whistleblowers from protection in 1978 and has taken no action to fix the problem since, will continue in this current status,? he said.

Kohn said those opposed to the earlier legislation used the Manning case as a ?smokescreen.?

?These folks were against it to begin with, they?ve been against it for years,? he said.

The Manning incident was bound to occur, he said, ?because if someone was of conscience and did have concerns, they really have no legitimate place to go. ? Under the current regime, there?s really no way to disclose these national security violations effectively and protect yourself. It does not exist.?

During the 2010 debate, Kohn?s group sent a letter to Congress with concerns that a provision in the legislation would allow ?managers and political appointees to fire career civil servants who disclose violations of law.? This in turn prompted more than 90 organizations to voice their backing of the bill, The Washington Post reported.

Around the same time, the Post reported that Darrell Issa, a Republican congressman from California who had supported the bill, switched sides and argued for a delay. An Issa spokesman noted then that "new areas of concern that have been raised by the WikiLeaks" releases had convinced the congressman that the legislation should be considered in 2011. (In the first week of November of this year, Issa and other lawmakers introduced the latest version of the legislation to the House).

"There?s really genuine interest in all three parts (White House, Senate, House of Representatives) to get something passed this spring. So ?m very hopeful actually," Brian said.

History does not have much to show for Americans in similar situations as Manning. But Kohn did note a case in 1777, when 10 sailors and soldiers jumped ship and blew the whistle on the U.S. Navy commander for torturing British prisoners. The Continental Congress supported the whistleblowers, passed the country?s first whistleblower law and released all the documents -- regardless of how embarrassing they were to the United States.

?That was the first and maybe only time back in U.S. history that our government backed national security whistleblowers,? he said, chuckling. ?It?s been pretty much downhill since 1777.?

Kohn also said the response to the incident showed ?the founding fathers? view of every person?s obligation to disclose misconduct was rather consistent with our view, and in fact, we believe that that is the legislative intent behind the First Amendment.?

Brian said she did not believe legislation to protect the Bradley Mannings of the world for leaking publicly classified information would ever be passed, but she hoped that his case would highlight the issue facing those in his situation. She noted that her organization and its allies were working hard to create "meaningful channels for a Bradley Manning.?

?I really believe that the lack of safe channels for disclosure is part of why people like Bradley Manning need to go straight to the public or to the media,? she said. ?I?m hoping that what people learn from this is this is why we need to have a better way of handling this information, ?because the government does sometimes hide their misconduct behind classification and we need to have a robust way of dealing with that.?

The complete genomes for birds of prey provide new insight into the evolution of falcon and opportunity for future conservation

December 16, 2011, Copenhagen, Denmark, and Shenzhen, China - A group of scientists from United Kingdom (UK), China and United Arab Emirates (UAE) jointly announced the complete sequencing of peregrine and saker falcons genomes at the 2nd International Festival of Falconry held in Al Ain, UAE. The study is a part of Falcon Genome Project, launched and funded by the Environment Agency Abu Dhabi (EAD) in this January. The results will enable biologists to better study the basic biology and genetics of falcons and provide new insights into understanding the origin and populations of these species.

Two particular species of birds, peregrine and saker falcons, are widespread but heavily exploited birds of prey that exhibit migratory habit and are popular hunting falcons commonly found in the country. In particular, the saker is the national bird of United Arab Emirate. In the past century, the two falcons have been listed as endangered species with population decline, caused by a wide range of factors including migration obstacles, environmental changes, habitat loss, use of pesticides (e.g. DDT, PCBs), among others. In the late 1990s, the peregrine has been successfully removed from the endangered species list through the increased recovery efforts, but the saker is still facing this challenge.

Since this January, researchers from UK, China and UAE have been working together to conduct the genomic studies of peregrine and saker falcons, aiming to identify the genome sequences of the two species and enhance their future conservation to face the unforeseen challenge of the rapid changing environments and human activities. Abu Dhabi's Falcon Hospital (ADFH) provided the blood samples collected from male specimens of peregrine and saker falcons, and BGI were responsible for sequencing these samples on its large-scale next-generation sequencing platforms and producing high-quality data output. The bioinformatics analysis is conducted by the scientists from the School of Biosciences, Cardiff University (UK) and BGI.

Dr. Ning Li, CEO of BGI Europe, said, "The complete genome sequencing of the two falcons will lay a solid scientific foundation for identifying the origin and populations of falcons and accelerating the selective breeding of high-quality varieties. We believe we will make more breakthroughs in this project to help researchers better protect these endangered species."

SEC charges ex-Fannie, Freddie CEOs with fraud

(AP) ? Two former CEOs at mortgage giants Fannie Mae and Freddie Mac on Friday became the highest-profile individuals to be charged in connection with the 2008 financial crisis.

In a lawsuit filed in New York, the Securities and Exchange Commission brought civil fraud charges against six former executives at the two firms, including former Fannie CEO Daniel Mudd and former Freddie CEO Richard Syron.

The executives were accused of understating the level of high-risk subprime mortgages that Fannie and Freddie held just before the housing bubble burst.

"Fannie Mae and Freddie Mac executives told the world that their subprime exposure was substantially smaller than it really was," said Robert Khuzami, SEC's enforcement director.

Khuzami noted that huge losses on their subprime loans eventually pushed the two companies to the brink of failure and forced the government to take them over.

The charges brought Friday follow widespread criticism of federal authorities for not holding top executives accountable for the recklessness that triggered the 2008 crisis.

Before the SEC announced the charges, it reached an agreement not to charge Fannie and Freddie. The companies, which the government took over in 2008, also agreed to cooperate with the SEC in the cases against the former executives.

The Justice Department began investigating the two firms three years ago. In August, Freddie said Justice informed the company that its probe had ended.

Many legal experts say they don't expect the six executives to face criminal charges.

"If the U.S. attorney's office was going to be bringing charges, they would have brought it simultaneously with the civil case," said Christopher Morvillo, a former federal prosecutor now in private practice in Manhattan.

Robert Mintz, a white-collar defense lawyer, says he doubts any top Wall Street executives will face criminal charges for actions that hastened the financial crisis, given how much time has passed.

Mudd, 53, and Syron, 68, led the mortgage giants in 2007, when home prices began to collapse. The four other top executives also worked for the companies during that time.

In a statement from his attorney, Mudd said the government reviewed and approved all the company's financial disclosures.

"Every piece of material data about loans held by Fannie Mae was known to the United States government and to the investing public," Mudd said. "The SEC is wrong, and I look forward to a court where fairness and reason ? not politics ? is the standard for justice."

Syron's lawyers said the term "subprime had no uniform definition in the market" at that time.

"There was no shortage of meaningful disclosures, all of which permitted the reader to assess the degree of risk in Freddie Mac's" portfolio, the lawyers said in a statement. "The SEC's theory and approach are fatally flawed."

According to the lawsuit, Fannie and Freddie misrepresented their exposure to subprime loans in reports, speeches and congressional testimony.

Fannie told investors in 2007 that it had roughly $4.8 billion worth of subprime loans on its books, or just 0.2 percent of its portfolio. That same year, Mudd told two congressional panels that Fannie's subprime loans represented didn't exceed 2.5 percent of its business.

The SEC says Fannie actually had about $43 billion worth of products targeted to borrowers with weak credit, or 11 percent of its holdings.

Freddie told investors in late 2006 that it held between $2 billion and $6 billion of subprime mortgages on its books. And Syron, in a 2007 speech, said Freddie had "basically no subprime exposure," according to the suit.

The SEC says its holdings were actually closer to $141 billion, or 10 percent of its portfolio in 2006, and $244 billion, or 14 percent, by 2008.

Syron also authorized especially risky mortgages for borrowers without proof of income or assets as early as 2004, the suit alleges, "despite contrary advice" from Freddie's credit-risk experts. He rejected their advice, "in part due to his desire to improve Freddie Mac's market share."

Fannie and Freddie buy home loans from banks and other lenders, package them into bonds with a guarantee against default and then sell them to investors around the world. The two own or guarantee about half of U.S. mortgages, or nearly 31 million loans.

During the financial crisis, the two firms verged on collapse. The Bush administration seized control of them in September 2008.

So far, the companies have cost taxpayers more than $150 billion ? the largest bailout of the financial crisis. They could cost up to $259 billion, according to their government regulator, the Federal Housing Finance Administration.

Mudd was paid more than $10 million in salary and bonuses in 2007, according to company statements. He was fired from Fannie after the government took over. He's now the chief executive of the New York hedge fund Fortress Investment Group.

Syron made more than $18 million in 2007, according to company statements. His compensation increased $4 million from 2006 because of bonuses he received ? part of them for encouraging risky subprime lending, according to company filings. It's not clear what portion of the bonuses was for his efforts to promote subprime lending.

Syron resigned from Freddie in 2008. He's now an adjunct professor and trustee at Boston College.

The other executives charged were Fannie's Enrico Dallavecchia, 50, a former chief risk officer, and Thomas Lund, 53, a former executive vice president; and Freddie's Patricia Cook, 58, a former executive vice president and chief business officer, and Donald Bisenius, 53, a former senior vice president.

Lund's lawyer, Michael Levy, said in a statement that Lund "did not mislead anyone." Lawyers for the other defendants declined to comment Friday.

Based on the outcomes of similar cases, the lawsuit might not yield much in penalties against the former executives.

In July, Citigroup paid just $75 million to settle similar civil charges with the SEC. Its chief financial officer and head of investor relations were accused of failing to disclose more than $50 billion worth of potential losses from subprime mortgages. The two executives charged paid $100,000 and $80,000 in civil penalties.

Fines against executives charged in SEC civil cases can reach up to $150,000 per violation. SEC Chairman Mary Schapiro has asked Congress to raise the limit to $1 million.

The SEC has brought other cases related to the financial crisis since it began a broad investigation into the actions of Wall Street banks and other financial firms about three years ago.

Goldman Sachs & Co., for example, agreed last year to pay $550 million to settle charges of misleading buyers of a complex mortgage investment. JPMorgan Chase & Co. resolved similar charges in June and paid $153.6 million.

Citigroup Inc. agreed to pay $285 million to settle similar charges, though that settlement was recently struck down by a federal judge in New York City.

Most cases, however, didn't involve charges against prominent top executives.

An exception was Angelo Mozilo, the co-founder and CEO of failed mortgage lender Countrywide Financial Corp. He agreed to a $67.5 million settlement with the SEC in October 2010 to avoid trial on civil fraud and insider trading charges that he profited from doling out risky mortgages while misleading investors about the risks.

Beach Boys Reunion: Legendary Band Reuniting For 50-Date Tour, New Album

NEW YORK ? It's almost winter, but get ready for some surf and sun: The Beach Boys are reuniting.

The founding members of the classic rock group ? Brian Wilson, Mike Love and Al Jardine ? announced Friday they are getting back together to celebrate their 50th anniversary. They're working on a new album and also plan a 50-date tour that will take them around the world.

"This anniversary is special to me because I miss the boys, and it will be a thrill for me to make a new record and be on stage with them again," Wilson said in a statement.

The group also includes Bruce Johnston and David Marks, both of whom have been with the band for decades.

The Rock and Roll Hall of Famers gave birth to the California rock sound. Back then, the band members were Love, Jardine, Wilson and his two brothers ? Carl and Dennis Wilson, who have since died. With songs like "Good Vibrations," "I Get Around" and "California Girls," the quintet embodied the fantasy of West Coast beach life. Their albums, particularly "Pet Sounds," influenced rockers of their generation and beyond.

But Wilson suffered mental problems that caused him to withdraw from the band, and there were years of animosity between Love and Wilson, who are cousins, as well as lawsuits among members of the band. Still, they have gotten back together over the years, including for their 40th anniversary in the last decade.

Love remarked in the statement Friday on how he and Wilson were getting along well, sharing compliments together in the studio.

"Music has been the unifying and harmonizing fact of life in our family since childhood," he said.?"It has been a huge blessing that we have been able to share with the world." Referring to a Beach Boy hit, he added: "Wouldn't It Be Nice to Do It Again??Absolutely!"

The group was supposed to announce their reunion as a surprise during the Recording Academy's live nominations special for the Grammys last month, but those plans fell through.

However, Jardine said the group planned to appear at the Feb. 12 Grammy telecast in Los Angeles.

"There will be a surprise at the Grammys," he told Rolling Stone. "We will do something really exciting. There's a lot of interest in it, which is nice. It's going to be a very big operation."

The Beach Boys first concert is scheduled for April 27 at the New Orleans Jazz & Heritage Festival.
